They're finished when the paperwork reaches the authority that asked for it — on the right form, inside the deadline, in a way somebody else can check. Filed builds the software that gets it there.
A backflow tester finishes a device in a mechanical room and the test is not finished. A report has to reach the water purveyor, on that authority's own form, within a window set by a bylaw. A hood cleaner leaves a kitchen and a certificate has to exist on the premises. A radon measurement is only a measurement until the result reaches a state agency in the format it demands.
None of that is the skilled part of the job, and all of it is where the liability sits. It gets done in a truck, on a phone, from memory, often days later — and the tradesperson carries the consequence if it goes astray.
Filed does that part. One app per trade, built around the authority's actual form and the actual rule, so the record is made where the work happened and leaves before the van does.
Same engine underneath, a different regulator on top. Adding a trade means adding its form and its rules — not building another company.

In buildWe read the rule, not a summary of it. Every deadline, threshold and required field in our software is traced to the section of the bylaw, code or standard it came from, with the date it was checked. Where we haven't verified something, it's marked unverified rather than quietly assumed.
We don't claim what isn't shipped. A capability goes on a page when it works, not when it's planned.
Every record can be checked by whoever receives it. A report carries a link that anyone — the building owner, the authority — can open to confirm it is real and unaltered, without an account.
We publish our prices. You shouldn't have to book a call to find out what software costs.
Filed is a small, independent software company based in Victoria, British Columbia, building tools for the trades whose work is only complete when a document arrives.
We started with backflow prevention because the deadline is real, the form is public, and the person who carries the risk is the one least equipped to chase the paperwork. The same shape turns up in every trade we've looked at since.
